Rowan Release Paths
Rowan County Detention Center in Morehead is one of the jails used under Bath County's distributed holding arrangement. When Rowan accepts a Bath detainee, Rowan creates the booking file and the operational record of departure. Bath County may retain the arrest report, transport record, and court case. The records fit together, but only Rowan can supply its own release or removal entry.
A departure can be a community release on a lawful basis such as bond, recognizance, dismissal, time served, sentence completion, or another court action. It can also be a transfer to another jail, KY DOC, federal or immigration officials, court, or medical custody. The record's recipient and destination fields distinguish those outcomes.
Rowan's Current Inmates Page
The official Rowan detention-center page labels its roster link “Current Inmates.” That wording sets an important limit. A listed person appears to be in current Rowan custody when checked. A person who is no longer displayed may have been released, transferred, moved under another record, affected by a data delay, or removed for a lawful access reason.
The official page captured below shows both the current-inmate wording and Rowan contact information. It is useful as a first check, not as proof of a prior release.

Verify a Rowan Release
Build confirmation in this order:
- Gather the person's full name, likely Rowan booking date, date of birth if known, Bath case number, and arresting agency.
- Use Rowan's Current Inmates link to test present custody.
- Call 606-784-8457 and ask whether the person remains there, entered the community, or went to a named recipient.
- Request the admission and release sheet, written release or removal entry, and any public booking image.
- Read the Rowan entry beside the Bath court order.
- If another custodian is named, continue through that agency's locator or records office.

Rowan Release Record Fields
Under 501 KAR 3:120, release or removal requires written legal authority. The jail's record shows the time, purpose, date, legal authority, and person into whose custody the prisoner was released or removed. A receiving authority signs when custody transfers. These fields provide historical facts that Rowan's current roster is not designed to preserve online.

Ask for existing records, not a custom explanation. Private identifiers, medical data, juvenile information, sealed material, and other exempt items may be withheld or redacted.
Rowan Open Records Route
Rowan provides a comparatively clear official request channel. The Rowan Clerk's policy directs detention-center requests to that form and also identifies wes.coldiron@rcky.us. Confirm current routing on the official page before sending sensitive identifiers.
Describe the person, approximate booking date, Bath connection, and the exact existing documents sought. Request admission and release date and time, release reason, authority, recipient or destination, transfer details, nonexempt holds, property receipt, and booking photograph. Electronic delivery may make a response easier to review.
KRS 61.880 ordinarily calls for a written agency response within five days, excluding weekends and legal holidays. Kentucky's statutory resident terms apply. A denial or redaction should identify its legal basis, and the agency does not have to create a new compilation.
Rowan Bond Release Details
Rowan's inmate-services page describes recognizance, surety, unsecured, cash, partially secured, and property bonds. It also states Rowan-specific payment and identification practices, including exact cash and photo identification, and lists a booking fee plus jail bond fee for a person bonding out. Those terms belong only to a release that Rowan processes.
Do not transfer Rowan's practices to Montgomery or Three Forks. Bond terms may also change. Confirm the current amount, acceptable payment, identification, and processing instructions directly with Rowan before travel. A posted bond authorizes a process; another hold or court issue can still prevent immediate community exit. The jail's completed departure record remains the final operational evidence.
Rowan and Bath Case Records
The Bath court file supplies the legal story. It may show bond, dismissal, disposition, sentence, probation, revocation, or another custody-related order. Rowan's file supplies the booking and the completed release or removal event. A “case closed” entry does not establish the time Rowan released someone, just as a roster disappearance does not identify a destination.
Contact the Bath Circuit Court Clerk at 65 Water Street, Owingsville, KY 40360, 606-674-2186 or 606-674-6821 for a Bath case record. Match names, dates, and case numbers across the two files. If a court order appears to allow release but Rowan's record names another custodian, the correct description is a transfer.
After Rowan Transfers Someone
If Rowan sends a person to KY DOC, search Kentucky Offender Online Lookup by name and then compare the DOC or PID number, image, conviction, location, supervision, and sentence fields. KOOL can remain useful after prison custody changes, but recent information may not be finalized and a projected date is not proof of actual departure.
A federal sentenced person belongs in the BOP locator. Federal pretrial custody requires the federal docket, actual holding facility, or U.S. Marshals Service records route. ICE's public locator has a limited post-release window. None of these systems should be searched merely because Rowan's current list no longer shows a name; use them when the destination or case facts support the route.
Property and Rowan Departure
Kentucky jail rules require the return of property that is not confiscated or held as evidence and a signed receipt. A property complaint must be in writing, supported with details, and made within 24 hours. Review the Rowan receipt at once and keep a copy.
Rowan controls items in its prisoner-property file. A Bath arresting agency may hold evidence separately. Direct each question to the actual custodian and identify the item, booking, date, and receipt entry with care.

Those are office hours, not a promised release schedule. Call to confirm a community release, physical exit point, pickup instructions, identification needs, and property handoff. Under KRS 441.505, Bath Fiscal Court is not responsible for transportation home from an out-of-county jail. Arrange travel only after Rowan confirms the event and its current instructions.
