Bath Release Network
Bath County has an elected jailer, yet current research found no operating Bath detention building or Bath-specific online inmate roster. The local process instead links the arresting office, the Bath County court, and whichever contracted jail accepted custody. A person arrested in Bath may be booked or housed at Montgomery County Regional Jail in Mt. Sterling, Rowan County Detention Center in Morehead, or Three Forks Regional Jail in Beattyville. A short temporary placement elsewhere is also possible, so the receiving agency should be established from a record rather than guessed from geography.
That split matters after custody ends. The arresting agency may hold an arrest or transport log. The court can hold the bond order, disposition, or sentence. The holding jail creates the operational record showing when and why the person left and who received them. These are related records, not substitutes. Start with the Bath Jailer, arresting agency, or court case when the destination is unknown. Once the jail is identified, direct the release inquiry there.
Bath's Three-Jail Contract Model
A June 2025 Bath News-Outlook report on Fiscal Court action says Bath renewed holding agreements with Montgomery, Rowan, and Three Forks. It also says many longer-term prisoners went to Three Forks. The report provides useful evidence of the multi-jail arrangement for that fiscal period, but it is not the executed contract and should not be treated as proof that every term remains unchanged. Current contracts can be requested from Bath Fiscal Court.
The arrangement explains why a web search for a single “Bath County Jail” may lead to stale directory entries. The elected office remains real even though physical custody occurs elsewhere. Do not use an unsourced jail address or assume that one contracted facility received every Bath detainee. The practical question is always: which agency accepted this person on the relevant date?
Request Bath's Transport Plan
Kentucky law gives the missing link a precise name. KRS 441.510 requires a county without an adequate jail to adopt a plan that identifies who transports prisoners. The current Bath plan was not located online. It is therefore a focused public-record target, not a detail to invent. Ask the Judge-Executive or Fiscal Court for the current plan, related resolutions, active jail contracts, and records showing the receiving facility for the person or trip at issue.
A transport record may include the trip date, originating agency, receiving jail, mileage, or contract-related data if those items are maintained. It can locate custody. It may not state when the receiving jail later released the person. After identifying Montgomery, Rowan, or Three Forks, seek that jail's admission and release records.
Confirm a Bath Jail Release
A reliable Bath County release check follows the custody trail rather than treating roster absence as an answer.
- Gather the full name, approximate arrest or booking date, date of birth if known, Bath court case number, and arresting agency.
- Ask the Bath Jailer, arresting office, or court which jail received the person.
- Check that facility's current roster only to test present custody. Montgomery and Rowan use current-custody views, not verified historical release lists.
- Call the holding jail and ask whether departure was a community release or a transfer.
- Request the written release or removal entry and associated booking sheet from the facility that held the person.
- Compare the jail record with the Bath court order. Use VINE or Kentucky Offender Online Lookup when state custody or supervision may follow.

Bath Release Record Fields
501 KAR 3:120 requires written legal authorization before a jail releases or removes a prisoner. The jail's written record must show the time, purpose, date, authority for the release or removal, and the person into whose custody the prisoner was released or removed. A receiving authority signs when another agency takes custody. The rule makes this record far more useful than a missing roster name because it identifies what actually happened.

Request existing records rather than asking staff to create a narrative. Medical data, private identifiers, juvenile material, sealed matters, and other exempt content may be withheld or redacted. Kentucky agencies ordinarily issue a written open-records response within five days, excluding weekends and legal holidays, under KRS 61.880.
Where Bath Detainees Go
Departure from a holding jail has several possible meanings. A person may leave to the community after bond, recognizance, dismissal, time served, a completed local sentence, or another valid court action. They may instead move to another contracted jail, Kentucky Department of Corrections, federal custody, immigration custody, court, or medical care. “Removed” or “released to another authority” means the first jail's custody ended. It does not mean all custody ended.
The destination field settles much of this ambiguity. If the record names another custodian, continue with that system. Search KOOL for a qualifying state sentence or supervision record. Check the federal docket and the actual facility for federal pretrial custody. Use the BOP locator for a federal sentenced prisoner. ICE's locator has a limited recent-release window, and release to ICE is a custody transfer.
Getting Home After Bath Release
A Bath detainee may physically leave custody in Mt. Sterling, Morehead, or Beattyville. KRS 441.505 says the fiscal court is not responsible for transportation home when a prisoner is released while held outside the county. This makes the actual jail essential for planning, not merely record research.
Before travel, call the holding jail. Ask where a community release exits, whether pickup instructions apply, when the person can receive personal property, and whether the event remains scheduled. No source established a fixed release hour or common public door for all three facilities. A court action, another hold, or processing step can change the result, so arrange transport only after the jail confirms the event.
Property at Bath Release
The same Kentucky jail rule says property that is not confiscated or retained as evidence must be returned, with a signed receipt. A property complaint must be written, supported with detail, and made within 24 hours. That short period is especially significant when someone leaves a jail outside Bath County.
Review the receipt before leaving when possible. Note any missing item, describe it precisely, and submit the complaint to the facility that controlled the property. The Bath arresting agency may control evidence it retained, while the contract jail controls property placed in its prisoner file. Those are separate custodians.
